Pēteris Zilgalvis, born in 1964, is Head of the Unit „ICT for Health“, Directorate General Information Society and Media in the European Commission. He graduated in June 1986 with a Bachelor of Arts in Social Science from the University of Southern California in Los Angeles. In May 1990 he gained his Doctor of Jurisprudence as well.
From 1990 to 1992 he was Chief Counsel of the Republic of Lativia Enviromental Protection Commitee (1990-1992), followed by being Desk Officer for the European Parliament, United Nations, UNEP and UNESCO, Ministry of Foreign Affairs Latvia from 1992 to 1993. Then Zilgalvis used to work as an Environment Specialist for The World Bank for the Baltic Region (several projects regarding energy, environment, enterprise and finances; macrooeconomic and politcal analysis) until June 1996. After that he became the Deputy Head of the Bioethics Department in the Council of Europe. In October 2005 he assumed the office as the Head of Unit AD12 Governance and Ethics in the European Commission, in May 2010 the Head of Unit für Infectious Deseases and Public Health. In September 2010 he succeeded Gérard Comyn as Head of European Commission’s Unit „ICT for Health“.
Pēteris Zilgalvis is also the author of more thab 25 publications on research, bioethics and human rights, and the environment. Peteris Zilgalvis is married and has two children.
